10  Pursuant to HOLA §5(n)(1), the extent of the fiduciary authority of a Federal savings association or savings bank is measured by the fiduciary capacities "in which State banks, trust companies, or other corporations which compete with Federal savings associations are permitted to act under the laws of the State in which the Federal savings association is located."
